Oh, good news, and I have missed on them! So, have we decided on what balancing rules change should we implement?
If not, I'd propose these:
1) Disguise action for Killer is forbidden until they commit a kill with current identity.
-- I feel like this is the cleanest solution, it should add pressure on the Killer and make them do what they are supposed to do, without changing game mechanics. And it directly addresses problematic play.
2) More cards for Inspector
-- This one is fairly straightforward. It increases information margin Inspector has and gives them a bit more options.
3) Larger threshold of kills for Killer victory.
-- Game often boils down to situation when it's clear who each of the players are and after some manuevering Killer has easy time finishing the game. This might change that outcome, but it also might just overextend the endgame or lead to stalemates.
4) Alternate win conditions for Inspector - If everyone except for Inspector and Killer are killed/exonerated Inspector wins.
-- My least favourite option. I think this will most likely turn Inspector into no-brainer exonerate-every-turn role, flip balance the other way around and just change the problem instead of solving it. But it might work as well - have to test it to tell for sure.

Of course, it's hard to test any of these or other possible solutions until they are implemented, so it would probably be the best to give all options to players to pick and choose and possibly combine them as they want, so that people can come up with best solution on their own.
