Because you can't play the jester on yourself.
The sycophant only forces you to play those cards on yourself (if you were the target of the sycophant) that can be played on oneself (Prince f.e.), with all others you can choose freely

Table #28426524, #160 : the Sycophant's effect does not prevent you to play a card. So you play a Jester, which can affect every player at the table, except you. Since you cannot target yourself with the Jester, the Sycophant's effect against you is ineffective.
