I've played over 3000 games on here, and the worst I've ever encountered is someone leaving a comment calling me an a**hole after a match because I kicked them from it due to repeated turns of inactivity and eventually exceeding the time limit.
That said, Puerto Rico might be the type of game for this would be more likely. In that game, the choices made by a player acting before you can absolutely hinder your own ability to play well. In the event that that happens when it seems the player made a random move, it can be very frustrating. But of course, that is absolutely no excuse for the behavior you explained of the person you encountered.
One thing to be aware of are table restrictions you can set when creating a game (rather than joining one). If it's your first time playing a game, particularly one like Puerto Rico with high-level strategy, it might be a good idea to restrict Level to Beginners like yourself, to avoid playing more seasoned players that take the game too seriously.
Another restriction you can set is Reputation. This allows you to weed out any players who've garnered a bad rep on the site, such as from the behavior you explained. In fact, checking your play history, I can assume the toxic player you encountered was meseeksbox. Of your opponents in that first game of yours, two of them have 100% positive reps, while his is at an abysmal 19%. Setting the Reputation restriction to even the lowest barrier, >50%, would have prevented him from joining the game.
Though apparently these wouldn't've had an effect in your case, since the game you played with the bad seed was their first game as well. Considering they only played 10 games in a span of 20-24 days ago with decent win percentages, I wouldn't be surprised if this person repeatedly makes new accounts in order to reset their rep.
And when encountering someone like this, make sure to give them a red thumbs down after the match. This will prevent them from being able to join your games in the future in general.
