That is a really interesting balance change. As the game currently stands, the first player's first move is almost always to buy a large privilege. 24 points at the beginning of the game that you can lock everyone else out of being able to get is a BFD, even if it costs all your starting money. It doesn't always win the game, but it's nearly impossible to pass up.
With this change, it forces players to spend a turn getting extra coins first, then using a turn to get the privilege. That's a much higher opportunity cost, and more difficult to pull off, since you'd have to go first both of the garden turns to guarantee it. AND it's worth 2 points fewer.
I like it. I'm glad they made the change. I hope that it can be implemented on BGA, but either way I'm going to change it in my box copy of the game.
