Required Seat should restrict game starting

I really should have specified the distinction between "minimum players for the game" and "minimum players by table setting" in my earlier posts to this thread.

This false advertising has always bugged me, I mainly ran into it with Tokaido. There used to be a player that would have a 3-4 player game open but would always start with two; even if I would wait and jump in after someone else joined to make 3p, the host would always kick one of us and attempt to start the game.

Doing this is bad manners (even if you aren't kicking people), and makes it impossible to really know which games to join since there is no way to tell if the settings displayed will be the settings that the game is started with.
