suggestions:
- leave a standard time of 30 seconds (it is not logical that it be incremental if it is not a repeated problem)
- analyze if the user has given flow or spam problems before penalizing him with this blocking
- Differentiate between premium users and not (because the one who comes to spam does not come to pay bills ...)

The general chat is not adapted for questions/answer. You can post a message every sometimes and eventually get some interaction, but we put this limit precisely because some users were spamming it with questions/answer.

Note that this is very rare to allow such a "general chat" in a website with such an audience. Most administrators do not want to take any risk and do not allow this. We want to allow this but we need to limit it.

please, do not use the phrase of understanding if you are not even going to take a proposal into consideration. It is very patronizing. Argue the reason why not, but to say that better not to give an answer.
