Not even needed for premium members -- just have some sort of vetting process.
I understand the desire for it, to stop spambots. However, it shouldn't be that hard to add code that says something like:
If posts_made < 20 delay_time = xxxx
else delay_time = yy
People who have demonstrated their ability to follow the guidelines do not need extra artificial restrictions. (I also run into this a lot, especially when the school year starts and we get a new influx of people asking questions. Simple answers don't take too long to type.)
