I have just translated some new strings for the game Toc, and I think I have understood that, with the Charity mode, a player who did not play during X turns (X = 1, 2 or 3) has the possibility to claim a named card to his opponents.
Since the partner is supposed to give you an appropriate card during the exchange, I think that the card claimed must be in the hand of an opponent so that the player who claims it gets it. Therefore, the partner is not affected by the request, but both opponents are.
