Takenoko - Cant place Irrigation sticks

When I try to place an irrigation stick I get the banner message: "You must select an irrigation in your panel, first". I am not sure what I am doing wrong. I see the stick appear where I want it, but when I click I get that message. My opponent and I finally abandoned the game because we could not figure it out. Playing on PC in Chrome.

If it is selected there is a box around it in your panel.
If there is no box visible, click on it.

Hi,
you have to select the irragtion stick in the upper right corner of the screen, where all your elements are summarized.
After that the selected stick will be surronded by box.
Then you will be able to place it where you want.
