About Double lanes

Hello, when there is a double lane into double lane with a marker on only one side, does it apply?
Please see Fuji track, on the bottom left side, there are 3 cases of turns with double lanes, and it is not clear if the markers apply or not in which case.

According to the Author in https://boardgamegeek.com/thread/243349 ... -bgas-fuji you should have the choice, so it won't apply. Some people there say, that in BGA it's implemented like that.
