How to "activate" leader powers?

How to "activate" leader powers?

I just put down Joan of Arc as my leader. It says I may look at the top card of the event deck during my politics phase. The card also has an "activate" button on it, which I assume it to trigger that ability. But when I click it, it says the move is not authorized. Will the game just magically show me the top card? What is the "activate" button for?
