Winner's ELO when a player quits

Could somebody please explain to me how ELO works when a player quits. Why do I receive zero ELO when I'm in first place throughout the game and/or finish in first place and other players in the same game finishing below me do receive ELO points? I understand that points received would be minimal when playing against players with less ELO but shouldn't the actual 1st place winner receive something if the runners up are? This has happened multiple times but I'd like to know why. One example is attached.

As you might have noticed, the in-game scores at the time when someone quits are irrelevant for the match result. If someone quits, this person is declared looser and all other players are declared winner = 1st place.

What does it mean for Elo calculation? Essentially you win over the person who quits and you tie with all other players. A tie with a player who has less Elo than you will always result in Elo loss for you. So it can actually happen (and it does happen) that you loose Elo when a player quits if the other players winning the game on paper (who tie with you) all have much less Elo than you.

The fact that you can loose Elo when an opponent quits is a well-known bug (mentioned in many forum threads but I found no real bug report yet), but it seems that it has low priority at the moment because other things are more important.
