Yokohama red president unable to move

I am trying to move red president to the tea plantation and you can see that it will not let me. I pulled out my rule book to double and triple check to see if I was doing something incorrect in the placement and movement steps and I do not see any issues with me moving to that spot but the game says I cannot.

From what I see on the picture, you should also select the church (it's not appearing in red) if you want to go the Tea Plantation.
