Hypnus's ability

The description of Hypnus's ability is "If one of your opponent's Workers is higher than all of their others, it cannot move."

If my god is Hypnus, and my opponent's godness is Athena. My workers are both at level 1 and Athena's worker are both at level 2.

In Athena's turn, can her worker go up to level 3?

This action is forbidden in the game now. It is right or not?

Hi, the rules indeed allow Athena to move up to level 3 in this case. Can you provide a link to your table and movement number?

Thanks a lot. Athena can go up to level3.
I prove it at another game.
My opponent sent a wrong message to me while I used the god Hypnus. So I misunderstand the ability.

Your position doesn't matter at all. Athena has one worker higher than the other Athena worker(s), so the highest one can't move. It's correct.

Basically you can think of it like this (mostly*): if the opponent workers are not the same level, the highest can't move.

Version 200830-2310: Hypnus now logs a message when an opponent meets the condition and cannot move
