Puerto Rico Player Position and Random Order

Can someone confirm this?

I think it is but wanted to confirm...If I am playing with friends or otherwise (say, a 5 player game), Are the selections who sits next to whom & who is governor when the game starts determined randomly?

On all games on BGA, first player and player order are random unless specifically stated otherwise (such as team play in Innovation, or who is inspector in Noir). In a 2-player game that is a rematch, first player should switch to the other player.
