Player constantly joining and refusing to start

What do you do when a player constantly joins a game, but every time declines to start it in the confirmation screen? And I mean every time, as in 10+ times in a row. You can't downvote them, because you haven't played a game with them yet, and you can't report them either, because there is no category for that. What should you do then?

you can downvote them, and say it is just personal opinion...this will prevent them from joining your tables.

they are likely using automatic lobby which is causing them to constantly auto-join your game, but forever reason don't want to play you or in that exact configuation.

I see the problem quite often (~once per successfully started game) and it is sufficiently annoying - it wastes time and not really polite. People who decline to start or sit forever not pressing Accept almost never communicate why they're doing so (I recall one case of a person asking for a configuration change and this was out of thousands cases). Not sure what can be done with it, though. A separate metric (besides Reputation)?
