Ask the license holders.

If the game is owned by someone, I imagine you would need to ask them to do so legally. Of course, you can reproduce public domain games (like anything with a standard 52-card deck), which constitute a decent portion of the games on this site.

what do you mean by 'reproduce a BGA game'. Replay the game, or create your own on-line adaption?

BGA do not own any of these games. They asked the license holders (publishers and/or game designers) if it was OK to make an on-line adaption.

Those are not recreating a BGA game. Those are recreating games owned by Libellud and Alderac Entertainment Group, respectively. In which case the answers already given by RicardoRix and whatshisbucket apply: you need to ask the owner for a license.

That is, of course, if you want to do it legally. If you don't care about copyright laws and intellectual property theft....

Sorry, I don't know how to contact Libellud.
And, I tried to ask Gigamic for Papayoo, but I couldn't speak French.

Why would you want to recreate an online game that already exists online?

Everything is blocked in China. You need a VPN even to do a google search. But if you have a VPN then you can ignore the great firewall of China.
