The rules for In the Year of the Dragon state that the person tiles should be ordered with all the "young" tiles in the second row.
On BGA, the young tiles appear in the first row (for the tiles that have an "old" variant).
At the beginning of the game, you are allowed to choose two young tiles. In the printed rules, this is described as choosing two tiles from the second row. In BGA's implementation, this description no longer applies.
