Based on my experiences there is one player who makes a new account, plays a few games of Hearts, ragequits when they start losing, and gets banned for BM. They then repeat the cycle the next day.
I have no idea if there's a mechanism for permabanning someone. If so, this player should definitely be a candidate. Every game they participate in is worse for their presence.
If that's not an option, it would be nice to be able to make tables filtered by account age or number of games played. For example, if I could make a new table of hearts with a minimum account age of 10 games, at least that player would have been on good behavior for 10 games before I have to play with them again. Or force them to be nice for a week, that would be a perfectly fine option.
New players could play with new players, and no doubt there would be plenty of people who don't bother to turn on these options, so I don't think this would unfairly gatekeep games.
