Double Settle/Develop

It seems when playing a 2 player game, you can select either of these phases twice. Unless I am missing something in the real game you have only one card for each and therefore should only be able to select that round once?

In the physical game, there are 2 develop cards and 2 settle cards, but you only use them when using the 2 players rules for advanced players:

Each player uses a full set of nine action cards and chooses two of them at the start of each round.

With the standard rules (for more than two players):

Each player takes a set of seven different action cards.
