You are right that few would exploit the rules, but some absolutely would. To create a fair competitive environment, this had to be done.
The one advantage that arena offers over just playing in simple turn based mode is that sense of competition, to have that be meaningful the rules have to prevent players from being able to exploit things to their advantage. If you don't want to risk your turn based games ending, just play simple mode games.
