What to do with players that "refuse" to play?

I've had this annoying experience:

A player creates a 2-player table with no particular instructions. I join the table and accept. The other player, without saying anything, refuses and quits the table, and then creates a new identical one. If I join this second table and accept, the other player, it seems, just does nothing and leaves me waiting forever.

This has happened more than once and twice with the same player. I've told him to add some restriction or red-thumb me if he doesn't want to play with me, but no reply. Is this a behavior that should be reported? What else could I do? I don't want to give him a red-thumb, since I have nothing against playing with him.

well, if he doing that over and over again, then is safe to red thumb him for being an annoyance for players that want to play that game.

I think its bug with autofill or something because once you decline they quit the table.

More likely they are on auto but it does not auto accept so once you leave they quit and auto start anothe game.

No, that's not what I said. I don't decline, I accept. And they quit the table and start a new one (instead of joining the old table where I'm left alone, so it doesn't look like a mistake).

I've had this happen as well. Most of the time, I've been told that my rating is too high and they don't want to play against me.
I usually remind them to put a filter on the game to only allow the levels they want to play against.

I'll do this sometimes if I'm trying to set up a lobby for friends, and someone joins before I can change the settings from public or add the necessary restrictions.

If someone doesn't want to play with you, then why do you insist on playing with THEM?

There could be a language barrier preventing them from communicating their issue.

If u communicate with him/her, but no reply, just ignore him/her.
U cant know WHY he/she does that, but u dont have to think about it too much.
Its not that important, just go on.

If it's a problem of waiting for someone else, or still setting the table, they could expel me instead of quitting and creating a new table. The same if they don't want to play with me for whatever reason.

I encountered this, it is a problem on auto in games where there is no so many players as it will always try and join us. I just give them personal red thumb
