Confusing pop-up icons and other question

Can someone tell me what that horse that pops up in a certain square and then disappears is all about?

Also, when I tried to use the BIS card once, it only allowed me to use it in two of my open squares on the top row, not where I wanted to use it, on the bottom. Is there some restriction not mentioned in the rules?

What horse are you talking about ?
Do you mean the end of turn animation ? Then the horse might be the avatar of another player ?

The only restrictions for bis is that the two houses cannot be separated by a fence.
