"Playing Hours" - how does it affect the clock?

I've checked several FAQs, and searched the forums, but haven't found the answer.

Apologies if I just missed it.

When I create a tournament and set "Playing Hours", does that mean a user doesn't consume clock during their local non-playing time?

Probably obvious, but I wanted to know if it's based on player's local time zone, UTC, or what...?

You are correct in that the clock is not consumed outside of playing hours.

The playing hours are global, but displayed locally. What that means is that if I, being in Albuquerque New Mexico US (Mountain time zone, GMT-7) set up a game with playing hours from noon to 6:00 pm, it will display as such on my computer. But someone in Paris were to look at that same table, it would display playing hours as 8pm to 2am. (Well, actually more like 20:00h - 2:00h, as I believe local display is the 24-hour clock vs am/pm.) It will *not* be noon - 6 pm Paris time.

Players can still make moves outside of that time, it's just that their clock won't decrease until that time frame.

Thank you for the lucid description. I had expected that the (in your example) the daytime hours would have been adjusted to Paris time. Good to know!
