Advanced mode for Off the rails?

Would it be possible to create an advenced mode for Off the rails where there would be a different rule for placing new trails? The most winning players often use very annoying tactic of blocking the opponent's carts by placing in front of them new trails across. In a normal game mode it would be forbidden and new trails would have to be placed only if they would attach to trails that are already on the board.
