Is it necessary to interleave Supply through Mobilization

The No Supply, Replacement, Upgrade, and Mobilization phases are arranged so that each faction performs its actions in turn. This is how the rules arrange things in the sequence of play (1.2) but it is not how the designer recommends the game be played by mail (35.0). The designer recommends that each faction perform all of these in one go. Doing so would eliminate three turn changes (six in a three player game). It is very rare that another players voluntary eliminations, replacements, or upgrades will affect another players decision, so the change in game play would be very minor, but it would reduce the number of changes by 20% (more if the phases could be decided on simultaneously).
I haven't recommended it as an improvement because I wanted to throw it out for comment and for Lunalol to indicate if they would be amenable to either adding such a change or an option for it.

anything that can speed up the games and decrease the interactions on a turn is useful
