could one introduce the rule in the arena that everyone has the same number of tickets?
You could take a curve out of the game, for example.

Since the stratplayer usually starts with 4 points, it is annoying in the end if he gets one more card, especially in tight games

It's true, but on average you will be the first/second player the same amount of games so this disadvantage will disappear. The official Carcassonne rules work like this ("unfortunately"). I do like the removal of tiles (I would favour a random tile being removed every game) idea to remove some of the tile-counting advantage and add a little bit more uncertainty but this will not happen unless the game creators change it.
