Currently, only private red thumbs can be given to someone who is playing a specific game for the first time. However, some beginners display behaviours which I think warrant public red thumbs: cheating, or unpleasant behaviour, for example. The fact that it's their first game is irrelevant in such cases.
I've also encountered a few people who join a non-tutorial game with strangers without even bothering to read the rules, and just expect others to teach them. I think we should be able to warn others about these players too.
