Make no developpers manage some bugs

Hi,
I personnally use a lot the bug section, and I regulary (mainly) said that a specific bug is a duplicate.
It would be nice if I was able to close some bugs.

I'm unsure what the best solution for it would be, but it's possible to limit that power to bugs which has 10 upvotes or less per example.
