Conquest of Vichy France not influencing other countries

Should conquest of Vichy France award political consequences like pro-faction markers etc?
I think I didn't receive any when I tried it.

French North Africa, Syria, or Vichy:
When one of these countries activates, its faction rolls a die for it. Add +1 DRM for each of these countries that are conquered. The Vichy countries had decreasing levels of resistance with each conquest of its territories.
• If the result is 1-3, set up the country using Country Setup (13.1.2).
• If the result is 4-6, the country is considered conquered by the phasing faction (13.2.2). Instead of performing the steps under 13.2.2, all the country’s counters are removed from the scenario.

On BGA, I have strictly implemented last step: only counters are removed, nothing under 13.2.2 is implemented.
Hope it's good (author/dev never complain about this point).

Lunalol is correct. The BGA implementation of Vichy activation and conquest seems to be working properly from what I have seen.

The rules are confusingly worded at this point but a discussion on BGG confirmed that the BGA implementation matches the intent.

Essentially if the Vichy power surrenders then you don't get any of the normal political benefits of conquest. If they choose to fight then you get a pro-Axis marker on an adjacent power and one in the diplomacy cup as normal. Since Vichy borders both Italy and Spain that is often a 50/50 gamble worth taking. I have even played the 1/36 chance where every single one of the Vichy/North Africa/Syria chose to stand and fight.

As a side note, in my game, western declared war on french north africa and activated for the axis. The axis rolled a 5, so western faction conquered French North Africa per 13.1.2.1. The FNA units got removed from the game, but the city remains under axis control. I was surprised a bit to see this, but the rules don't say to change the cities control!

That's right. Conquest does not automatically change the control of cities. Ground units need to do that.
