Has the scenario for the next Arena season been set already?

We have this rotation: 3 => 7 => 8 => 10
So next one is USSR 1941.

Nice! Is it possible to create a scenario with fixed weather for arena matches?

I think it would be acceptable to have Fair until September, Poor for October and November, and then Russian Winter for December and January.

It's implemented.
I have set it as default option, I hope that new arena saison will use this settings.

The historical weather for October and November 1941 isn't entirely straightforward to determine, now that Mobile Attacks are possible neither in Poor nor Severe weather.

For example, between 1 October and 15 November, Guderian's 2Pz fought its way from hex 2749 (three hexes west of Kursk) to 2453 (six hexes away; next to Tula), taking first Bryansk (with 2 Army on the left flank) and Orel on the way, and then Kursk (with 6 Army on the right flank). This isn't really possible with only Assault Attacks.

Equally fast, between 1 October and 20 November, von Kleist's 1Pz drove from 2950 (two hexes west of Kharkov) to Rostov (seven hexes away), taking that city.

The heavy autumn rains started on 8 October, making the unpaved roads extremely muddy. Around 1 November the freeze began to harden the roads again, causing the Germans other problems instead.

Mr Tempest, that is a problem with the games simulation which over-rates fair weather offensives and under-rates poor weather ones. If the rules are being altered for the purposes it makes more sense to think in game balance terms and that really means poor weather to give the Soviet player a realistic chance.

I agree, Robert! In this case, game balance is most important.

In my experience, however, the requirement in the Victory Conditions to reduce USSR National Will to 44 for an Axis victory, is slightly too harsh! 46 would, in my judgement, be most balanced.

I also want to add that USE is a war board game with impressive historical accuracy. Its elegance doesn't only lie in the interaction between its various game mechanics, easy to learn as they are, but in how well it portrays the decision-making of grand strategy and military operations.
