How to deal with cheaters?

I came across the following situation: playing a team game (2 vs 2), the creator of the table could choose to team up with a specific partner, as allowed by the interface. During the game, it seemed that the players were communicating outside the boundary allowed by the game rules. After the game was finished, I went through the replay from their perspective and they behaved in a bizarre manner that clearly gave them an unfair advantage. However, the site interface does not allow me to report the players for this, saying that instead I should just give them red thumbs. Is that really the way it is? Is there no way to report a player when there is strong evidence of their cheating in this way?

Unfairly communicating outside of the game is against the code of conduct, but indeed: there doesn't really seem to be a report category for it (it's neither kingmaking nor multiple accounts).

I suppose you could post the game and your reasoning here, and people can judge for themselves whether they want to avoid these players.
