Reporting players

I'm in a situation currently where the same player has 1 card left to play and yet refuses to play it. It's been over a month, and it's quite clear that he refuses to play since he would lose both games. I can understand that while you don't want to punish players if they play a little too slowly, but this is basically cheating the system and trolling other users.
Yes, I understand that i can avoid that player, but other players should also be able to avoid them without having to commit to a game against them. It is extremely poor sportsmanship and makes for a crappy experience.

Or be able to report them. I don't understand why that behavior is allowed. I look at Yucata, and if you have a game that is waiting for you, you can't play a turn in another game until you've played your turn in that game. Right now, I can tell that the player is starting/playing other games (as recently as today) while holding up the other two games for over 3 weeks. it's obvious that they are doing it on purpose. Let me at least report it and, if I'm doing a bad report, then give me the penalty.

This player is notorious for doing it, plays 100s of games with no time limit, only finishes the ones they are winning. They've been perma-moderated already, but I'm not sure what the actual punishment is since they have kept all their XP thus far and they are continuing to do it.

I know that they seem to be a premium member, but banning them would seem to be the way. Perma-moderation doesn't seem to do anything...

If they ban him, they need to state the right reason for doing so. Which rule has he broken?
Something may be immoral, but isn't therefore illegal.

If he is a premium player, and they ban him for no good reason, they have to reimburse him, and he could rejoin under a different account.

In the FAQ:

What is the code of conduct?
On Board Game Arena, you should not:
[...]
Take an unnecessary and unreasonable amount of time at the end of game in an obvious losing position.
[...]
Breaking these rules will affect your reputation.

So the penalty for this behaviour is supposed to be on the reputation. It would be definitely within BGA's policy to just fix the user's reputation to 0%, unable to go above for a given amount of time. From the FAQ, this is not supposed to be punished with a ban, but legally speaking, the Term of Use still allow for it (though this specific issue is not listed as clearly). In the Term of Use:

VIII. Fair Play

BGA will not tolerate any cheating and/or lack of fair play, whether through the use of cheating software, analysis of communication protocols or code, use of multiple Accounts, collusion with other Users, leaving the game before its normal end, use of game blocking tactics in order to force other Users to quit, or the use of obscene or foul language, etc.

Any User caught cheating or failing to meet their fair play obligations will receive a warning and then be subject to one of the following sanctions at the discretion of BGA:
◦ freezing of the Account,
◦ resetting of scores and rankings,
◦ suspension of Services,
◦ or even the outright deletion of their Account.

Violation by the User of the rules of conduct or the essential rules of fair play may have consequences for the User's reputation on the Player Site, under the terms and conditions specified in the Privacy Policy.

The thing is, they won't even allow us to report the player in the first place because of the "No time Limit" setting. I'd love for them to at least correct that.
