Users at same IP, who needs Premium? who starts game?

I have a Premium membership. I typically create games for my non-Premium family and friends, often with others at my own IP, and everything works great!

Tonight, I have 2 non-Premium users who will be at the same IP elsewhere, not on my IP.

Does one of them need to have a Premium membership for us to all play? Or is my Premium membership enough?

And does it matter who creates the game sessions?

Once a premium member joins the table, the "no players from the same IP" restriction is removed for the entire table.

IE, Alice and Amy are at one location, Bob and Becky are at another, and Paul (a premium member) is at a third location along with Peter. Paul is the only premium member. Alice creates the table. Bob and Peter can join, but Amy and Becky can't because they are at the same IP as someone else already at the table. Paul then joins, which lifts the restriction, and now Amy and Becky can join.
