At least from the side of some of the moderators, the case seems to be clear:

If you join a game you are expected to play the game to the end. Using the "abandon this game collectively" feature is supposed to be for emergencies only, not to simply stop playing a game because you are not doing as well as you hoped or would rather do something else. If you commit to a game, please play the game fully. You are not the only one at the table; other players have a right to the game being played out fully and fairly as well.
Sure, there also was a good portion of pushing and insulting in the mix leading to the punishment, but still. Might be worth a try to report some of the babies that misfire till game over after an abandon was refused.

So proposing to abandon may lead to moderation now, good to know.

I think the problem could be that the automated reporting system is going to shield you off to just give a red thumb if someone intentionally ruins a game, so you probably at least need some report-worthy messaging to just get there. Which you likely wont get without adding report-worthy stuff yourself. Also pretty sure that most or all of this msg is precomposed and just c&p.

Forget for one moment the problem of abandoning as a cheat to avoid losing ELO in collaborative games.

I have to disagree with the above statement. "Propose to abandon" could be used for anything, not for emergencies only. If I don't like the game, if I'm not enjoying it for whatever reason, if I'd rather go outside and play ball... I should always be allowed to propose to abandon. The other players are obviously free to agree or disagree. And if some of them disagree, I'll continue playing and of course not abuse anyone or ruin the game for the rest.

But if you rather go outside and play ball or don't like the game you would still ask to abandon the game even if you were to lose ELO. So losing ELO on an abandon would go a long way in preventing 95% of all abandons happening daily in Hanabi games. If you want to increase your ELO further and further you should have to work for it - hard! Not just leaving a game that will not result in a perfect game.

The moderation should inform us of what constitutes a sufficient enough emergency to be allowed to propose an abandon without repercussions, seeing as it isn't mentioned anywhere.

You can never prove what your emergency was. So rather just deduct elo in case of co-op games.

a deduction of ELO makes 100% sense in the case of abandonment, it would reduce the number of people who just fire away

Elo loss for every abandoned game except on training mode solves 99% of the problem.

People will complain a bit because someone else needs to abandon, so why should all players get a penalty. A possible solution would be; if only one person wants to abandon then they take the full ELO loss, if everyone agrees then it's split evenly.

If ELO loss is ever implemented for abandoned games, I hope all ELO scores for hanabi are reset to 0. Then ELO could start to mean something.

It won't, they'll boost by playing against themselves with different accounts.

But it would surely at least submit the message without misinterpretation.
