Fast Turn-based time zone?

I tried searching for this in the forum and FAQ, but no luck. (Mainly because both "turn" and "based" are considered "too common" to search for in the forum )

So, can someone tell me, for "Fast Turn-Based between 9:00-21:00", are the times for my (i.e. each player's) timezone? Or the game host's time zone? Or the server's time zone?

It isn't really clear, and the implications are vastly different depending on the answer.

The times are global, but displayed locally for each player.

IE, if I create a game in Denver, CO, US (GMT-6) that has playing time from noon to 8pm, that game will show up as playing hours from 8p to 4a in Paris (GMT+2) and 3a to 11a in Tokyo (GMT +9). It is the same 8 hours wherever one plays, but it will be listed in local time.
