Producing Good on Windfall World

I had a card that allowed me to produce a good on a windfall world. When it got to the produce phase I was prompted that I had an ability to produce a good on a windfall world, but when I clicked on a windfall world to produce a good it said I did not have the power to be able to do it. Any suggestions? Thank you!

Most likely you needed to discard a card in order to produce on that world. Were you using Terraforming Colonists or something similar?
