Arena points should decrease due to inactivity

Half or more top 20 players just stop playing arena after a while. This means that in order to climb the arena, you need to face mostly lower-ranked players. So that winning gives you 5 pts while losing can cost you up to 35. It just increases the grind level several magnitudes. Lose 1 and it requires 5 wins in a row to get back to where you were. Top 20 players should be forced to play another top 20 player instead of just never playing arena again. This increases competition, insures, the right people are in the top 20, and also decreases the variability when losing because you're constantly forced to only play much lower-ranked people.
