tied game in tournament

tied game in tournament

I have a question : who win a tied game in a tournament ? apparently, it's the player who plays the first tile but i'm not sure. I saw that case in a single tournament.
If so, it's not very fair.
Does anyone have the answer ?

It's not ideal, but if the rules leave a game tied, then the player with the most time on the clock will take the win in a tourney game.
