Relying on the number of reports would be folly.

Yes.

I think that in the Love Letter/Werewolves and the Backgammon examples, players used heavy Forum complaining, heavy Groups complaining, and directly talking to some Moderators, rather than Reporting (only way to report cheat is by using the "multiple accounts" way).

And still, the results were, in my opinion, unsatisfactory.

The player in Backgammon gets out of the ban time in a few days and there is basically nothing forbidding him to unfairly win more Backgammon Arena trophies, along with his other minions (also in the top).
Even though there are a lot of games which could be considered proof (by replaying or whatever).

Sad.
