Be one of the players with most games played for that game during a certain period.

Not entirely true. I've played in games against another beginner, and after ONE game, they were a guru, I was not.
I believe you have to be one year active on BGA as well.

I would like to add my Guru experience. I have played exactly two games of Phat, and I have been designated a Guru. I have no clue what the criteria are, but playing a game often doesn't seem to be one of the qualifications.

The more active players of a game in the last 30 days are selected to be gurus. This means that for a game less played (as Phat) the number of games required may be much lower than for games that are widely played by the community.
In addition to being active, there is also a reputation compound for the selection, so this may explain why some players become gurus and some don't with the same number of games.

I’ve just become a haiclue guru, it doesn’t seem to involve anything more than voting for how many players should take part in tournament matches.

Is there something I’m missing?

Gurus can also propose new arena formats. If that's the only thing for you to vote on, then there weren't any other proposals.
