Heloween and 3 rolled paws

Ok so in my game opo rolled 2 paws and got one from burrowing. Which should not happen cause he didnt roll 3rd paw.
its like fire breathing card. if you dont roll paw that doesnt happen even if you have burrowing or acid attack.
is this a bug?

claws added by cards count as "resolved dice", it's not a bug (confirmed by publisher in que list of questions/answers)

When the card has a [claw] symbol, it is added to the roll, as if it were an extra dice.
If a card says opponent loses [heart], no [claw] is added. For example Acid Attack or Burrowing add [Claws].

Fire Breathing and Devil Costume do not add a [claw], but they do do additional damage and make the opponent lose [heart].

Yup, I 'think' I've seen it work in the past.

Looking back at my explanation, it did think of another great way to activate the powers of Ultimate Destruction of Clown, because if you have a sure thing to add a [claw] at the end(or when you are getting cheered), it leaves open an extra dice for you to roll for the other characters.
