Poor sportsmanship

I was playing 'Through the ages' in a tournament (Swiss system) and we were at the final turn. One player was 6h out of time, but was doing his moves. He attacks the third player one final time (after that he has to play his turn and then the game is finished). The third player then uses the out of time option on that player which causes the one player to be thrown out of the game and him getting 3pts (where normally he would've gotten 0pts).

Is there a way to report behaviour like this? Under certain circumstances I understand why people use the out of time option, but in this case it was clearly because the third player was a sore loser and couldn't handle his defeat. We were literally going to finish the game.
