"Fuck" is in the 'chat filter'. The reason for it not having a 'hard filter' is explained already, in this thread.
And while it may be a vulgar word, it isn't an insult by itself.

You can send player reports via the 'Report this player' button at the top right of the offender's profile page.
Alternatively, you are given a link to report users when you give them a red thumb.

I'm at the point where I want to stop the open discussion on this topic. However, I want to respond to your postings. I did try to report this player. As I explained to sourisdudesert in private messages, there was a problem with reporting the player. I tried again, however the process is leading me to a blank page. ... So now I am willing to accept that other players are allowed to say what I interpret to be nasty things about me and my home country and they are allowed to use language I consider offensive. (I refuse to consider the F-word inoffensive.) I accept that I can't block them. I will just put a piece of tape on my monitor over the chat and finish the game and avoid them in the future. I also accept my punishment of losing reputation points. I can earn them back. I enjoy the games too much to let this stop me, but it did (and does) make BGA a little less inviting.

That is your prerogative, nevertheless, I sent a report on your behalf in this matter.
