Finally got it figured it out! Every clue you need is at your fingertips.

Is this related in any way to the Quantum and the way you can get all the cards displayed?

It's a BGA achievement, you can get it from any page on the website.

A little google search implies that it is an achievement for individual games too. Now I'm even more puzzled.

Yeah, there's a different one in Quantum.
