While a general exclamation of a word like "kut"(Dutch) or "fuck"(screw with censoring a word, in this context I should be allowed to use it) should not be punished severely, I agree with what Tisaac says. EDIT: Apart from you being a role model user, i think another reason is that you haven't been reported by the right person, yet.

I am 100% convinced about what you said, but there are a lot of "never moderated people", first moderated after being reported by (what some people might call) a goody two-shoes (a.k.a. goody-goody).
That is what i meant by the "right person".
