No, you can't pass and that's normal. You cannot take thé animals action just to get the reputation and not play an animal.

Thanks for the clarification, I didn't pick that up from my initial reading of the rules, and I've never been in a situation where playing animal II for just the rep would have even been worth considering, so I hadn't realized.

If a blocking situation cannot be detected in advance (to prevent the move leading to it), would it be possible to detect it after (i.e., no move is available to the player) and display some kind of message or auto-abandon the game?

It should already be the case, you should be hitting errors when trying to take a move that results into an not-doable mandatory action.
So it's confirming that this is a bug since it seems to fail to recognize the node as such.

So for the bug solution/rules wise: In case you have no animals in hand to play and get a card draw from extra reputation push and there is an animal in the display which you could play in case you draw it. You have to draw that one and it should not allow you to draw a card from the deck.

question is if that works normally too or if it only messes up with venom

But I've got a player stuck in this situation in a tournament I'm hosting. It's the very last turn of the game. Is there anything that can be done?

Nothing can be done atm. The game reached a stuck situation so it wouldnt be fair to keep playing it.

Right, we can determine who the winner should be. The problem is the stuck player can't do anything so their clock will continue to run down even though they should be winning. I might be wrong but I also think you're not able to concede tournament games so that's not a solution either.

I understand it's only one game out of the thousands that are played daily and it's not the biggest deal in the world. If there's nothing that can be done then we will deal with it. It's just sad to have to make someone concede a game they were going to win.

We have a 3 player tournament game right now where this is happening. The original post (and bug report) were made months ago. The bug report says "confirmed", but nothing has been done to resolve it?
