You either neutralize the results fully, or you let the ELO-calculation do it's thing.
Perhaps I am misunderstanding, but one quick fix / solution proposal:

Players who leave a game have their turns 'skipped' but the game continues as normal. So in all the above mentioned cases, the leaver leaves and gets the penalty for leaving, ELO hit, etc. . The players still in the game play out the game as normal and get 'normal' ELO as intended.

Hope this is feasible, and helps.

I have had the same problem with other games.
But I think it ought to be simple. Many games (Including Terraforming Mars) have a completion level. It says "This game xx% complete."
It should be simple for the developers to be able to choose a completion threshold. If the game is at least yy% complete (Depending upon the game, 95%, 98%, or 99%), and one player quits, that one player is counted as a loser, but everybody else continues the game with one less player.
For Terraforming Mars the completion threshold would be when the "Terraforming is Complete" banner is displayed. After that game results can't be neutralized, Anybody who leaves or gets kicked out just passes and the game is scored as normal. Simple.

Yeah we should at least try this one. I like it, and sometimes people just forgot to convert the final greenery.

Same thing happened to me today. Was 1st 11 points ahead, opponent did not place last greenery and I lost 1 elo point instead of gaining some...
