I have played thousands of games and rarely run into this.

Once I had someone playing Kingdom Builder who abused the 20 second grace period after going over. She would place her tiles and pick them up and place and pick up and would go over. I would try to boot but she always went 19 of the 20 second grace period, played a couple turns on time, and went over again.

I red thumbed her and problem was solved for me, but I had to put up with the longest Kingdom Builder game I had ever played. It was good practice not letting other people's choices ruin my day.

But you apparently don't like the play habits of those who choose slower speeds (one assumes it is large enough problem if you're bringing your complaint here). Why does a large pool of players matter if they're people you don't want to play with?

Or, if it's not that many people who do this, maybe just red thumb the ones who do and move on?

First, play in fast speed. As far as I know, people are not that picky with game speeds; most players on auto do not even know how to set their preferences.
Second, make sure you red thumb those people who you don't want to play against again.
Third, if you meet a player behaving like that again, instead of quitting, choose to abandon the game collectively. I know it says collectively, but players out of time don't have a say in the matter. In a two players game, that means you get to call the game off on your own. You won't be winning the game, but you'll save your time, your elo, and karma.
Lastly, if your opponent is really bordering on their time limit (but not exceeding it so that you can't abandon game), try to behave like a friendly person. Ask them if they're having some issue, pretend to be having an emergency, propose to abandon game after a friendly conversation. Your opponent may actually have a reason for their behavior, sometimes it's just very difficult to refill the time bank. And... if they actually try to reply on a short time bank, you'll have a better chance abandoning the game. Some players get salty if you try to expel them repeatedly, and that may lead to intentional stalling. Even morons are humans, they also have a choice on whether they want to be a jerk or not.

The number at the bottom of the forums page is the number of people currently in the forums not playing games, the playing number is found on the main page and it normally ranges from 13,000 to 30,000 during my play hours.

Thanks, yes, i have sent messages that ask.... do you need any help? How's it going etc... Sometimes it works othertimes they get worse.

I have conceeded abgame a few times. But only works at 50% past the start of the dame time.
Will try your suggestion.

Conceding only works after 50% game progress, but abandoning the game does not come with that limitation.
