I agree 51st generally plays faster than Impies - The faction deck concept imho means more time is needed to play through the players unique deck and build a satisfying engine
If you want quickest play in this genre, Res Arcana is a good bet, 51st has a good balance and a nice simplicity to it.

How does 51 generally play faster, all relevant factors (like # of okayers) being equal?
As noted, 51 seems slower, if for no other reason that sometimes, particularly when Building/Razing/Dealing, you have to "convert" resources to action chits. While IS just...doesn't require conversion of that sort.
Or to put it more concisely, Action speed is the same, but Round speed is faster. There ae less actions per Round, and a limit of five Rounds. As noted above, meaningfully 51 doesn't go an infinite # of Rounds because of the 25 pt end.
But if players dink around on Production and some Features and Action locations, 51 could go longer.
IS will end at 5 Rounds no matter what anyone does/doesn't do, and/or player aptitude.
Is there a way to avoid that extra step? Are we missing something?

for building more cards you need the contact tokens, and access to those is more limited than just plain ressources in case of IS. The 25 pt limits long term strategies. But chaining production cards to play more porduction cards is an average enabling more turns.
The enginge aspect of IS with the individual factions once known probably will increase points, number of turns and play turns the 25 pt limit doesn't.

I can officially confirm Imperial Settlers will appear on BGA. It might be even in alpha pretty soon

No idea why I dont get email notifications from BGA other than "its your turn" but thanks KuWizard for bringing Impies to BGA, have some tables going already

BGA doesn't send me forum notifications either, I monitor them manually
